“Possessing the characteristics of a large manta ray, she is a monster of the Mermaid race living in the open seas. Proclaiming herself to be the Lord of the Ocean, she boasts incredible power. Along with the Narwhal Girl, she is one of the two most powerful monsters roaming the open seas. Always acting alone, she searches for ships on the open seas to raid and assaults their crew.
Seafarers captured by the Manta Girl will be exhaustively humiliated by her. In addition to squeezing his penis with her plump breasts, she may also mate with the man to force out the rest of his semen. After being thoroughly violated by her, the man is usually released with his life intact.”

Strategy
The first of the two ocean titans, she's relatively tough and has a solid number of hit points with attacks that deal more than decent damage. Luckily, she's always fought alone. Like all sea monsters, she's weak to lightning, and you have no excuse to not have at least one character able to dish out that damage type when at sea.
Since she possesses physical, magical and auto-hit attacks, setting up effective defense can be difficult, and you're better off with a healer always on duty.
Evaluation

Her physical attacks are also quite powerful, she's a difficult enemy. As she's a seas monster, lightning attacks are effective. Darkness and paralysis are also quite effective. Now go, oh Brave Luka. Don't give in to her Sting, Man. …Ray!"
